Admin & Personnel

The Admin & Personnel Wing, S&GAD has to provide the human resource to all the administrative departments from BS-01 to BS-17 including field postings, under the provision of rules/laws/policies of Govt. of the Punjab. The key functions of this wing are mentioned below:

Admin - I

This section is responsible for the following subjects relating to officers in BS-17 belonging to PAS, Ex-PCS, Ex-PSS and PMS groups:

  • Processing of complaints
  • Processing of disciplinary cases under PEEDA Act, 2006
  • Processing of appeals before Chief Secretary/ Appellate Authority against the orders passed by the ACS / Authority under PEEDA Act 2006
  • Processing for the conduct of Departmental Examination and Final Passing Out Examination through PPSC
  • Anything assigned by the competent authority

Admin - II  

This section is responsible for the following subjects relating to officers in BS-17 belonging to PAS, Ex-PCS, Ex-PSS and PMS groups:

  • Establishment matters (posting / transfer, grant  of leave, re-imbursement of medical charges, issuance of NOCs, sanction of GP Fund advance, etc.)
  • Updation of calculations of PMS (BS-17) officers’ posts in accordance with allocated quota as per provisions of Service Rules and its Communication to Section Admn-III, to process for appointment against direct as well as ministerial staff quota through PPSC
  • Maintenance and completion of ICP Charts in coordination with SO (Admn-III)
  • Anything assigned by the competent authority

Admin - III

This section is responsible for the following subjects relating to officers in BS-17 belonging to PAS, Ex-PCS, Ex-PSS and PMS groups:

  • Processing of all cases of Promotion / Proforma Promotion / Move Over
  • Maintenance of Character Roll Dossiers and preparation of synopsis
  • Communication and expunction of adverse remarks
  • Processing of appointment of PMS Officers through PPSC and arrangement of their pre-service training
  • Preparation / circulation of seniority lists
  • Processing of Pension / G.P Fund cases
  • Maintenance of Declaration of Assets
  • Anything assigned by the competent authority

Admin - IV 

This section is responsible for the following subjects relating to officers in BS-17 belonging to PAS, Ex-PCS, Ex-PSS and PMS groups:

  • Preparation and submission of para-wise comments on behalf of the Authority / Government
  • Appearance before the courts/ legal forums (Supreme Court of Pakistan, High Courts, Punjab Service Tribunal, Provincial Ombudsman etc.) in litigation matters, and their follow up
  • Anything assigned by the competent authority

Personnel - I 

This section is responsible for the following functions related to Private Secretaries, Personal Assistants, Senior Scale Stenographers and Stenographers in all administrative departments:

  • Postings / transfers 
  • Follow up of court cases
  • Holding of departmental enquiries
  • Dealing with all promotion cases
  • Maintenance of service record
  • Grant of G.P. Fund advance
  • Reimbursement of medical charges
  • Grant of departmental permission
  • Implementation of C.M. directives
  • Issuance of retirement notification
  • Processing of pension cases
  • Recruitment under Rule 17-A of PCS (A&CS) Rules, 1974
  • Dealing with Assembly business

Personnel - II

This section is responsible for the following functions related to Superintendents, Assistants, Senior / Junior Clerks in all administrative departments:

  • Postings / transfers
  • Postings/transfers on deputation
  • Follow up of court cases
  • Holding of departmental enquiries
  • Dealing with all promotion cases
  • Maintenance of service record
  • Grant of G.P. Fund advance
  • Reimbursement of medical charges
  • Grant of departmental permission
  • Requisition to PPSC for recruitment of Assistants (BS-14)
  • Implementation of C.M. directives
  • Issuance of retirement notification
  • Processing of pension cases
  • Recruitment under Rule 17-A of PCS (A&CS) Rules, 1974
  • Dealing with Assembly business

Personnel - III

This section is responsible for the following functions related to Naib Qasids, Qasids & Daftries in all administrative departments:

  • Postings / transfers
  • Postings / transfers on deputation
  • Follow up of court cases
  • Holding of departmental enquiries
  • Dealing with all promotion cases
  • Maintenance of service record
  • Grant of G.P. Fund advance
  • Reimbursement of medical charges
  • Grant of departmental permission
  • Implementation of C.M. directives
  • Issuance of retirement notifications
  • Processing of pension cases
  • Dealing with Assembly business

Personnel - IV

Section Personnel - IV is responsible for:

  • Permanent absorption of Surplus staff from BS-01 to BS-15 under Rule 3(1) of PCS (A&CS) Rules, 1974 through Absorption Committee, except specific posts which fall under aegis of PPSC
  • Permanent absorption of Surplus staff from BS-16 & above under Rule 3(1) of PCS (A&CS) Rules, 1974 through PPSC
  • Postings / transfers of Surplus officers/officials
  • Follow up of court cases
  • Holding of departmental enquiries
  • Maintenance of service record
  • Grant of G.P. Fund advance
  • Reimbursement of medical charges
  • Implementation of C.M. directives
  • Issuance of retirement notifications
  • Processing of pension cases
  • Dealing with Assembly business

Accounts  

Section Accounts is responsible for:

  • Matters regarding Pay & Allowances of officers / officials/OSDs
  • TA/DA, RM Claims, and G.P. Fund advance of officers/officials, posted in S&GAD
  • Pay & Allowances, RMCs, and TA/DA claims of Ministers, Advisors and Special Asstts. to CM
  • Preparation of Annual Budget
  • SNE estimates and 2nd statements of Excesses and Surrenders
  • Encashment of pre-audit cheques / disbursement
  • Monthly reconciliation with the O/O A.G. Punjab
  • Matters regarding audit paras / advance paras relating to Pay & Allowances
  • Maintenance of service books
  • Scrutiny of pension/family pension cases received from various sections of S&GAD
  • Financial assistance cases of officers / officials of S&GAD
